Well first off you will need a few things. You’ll need some basic skills at level 5 like Industry, Production Efficiency, Mass Production, Metallurgy, Supply Chain Management and Advance Mass Production.
Then the following construction skills at level 3-4; frigate, cruiser, outpost, industrial, starship engineering (various; based on race).
Finally, the desired skills like Science and the specific Science skills like Biology, Hydromagnetic Physics, etc should be aimed to be at 3-4 as well.
Once you have the skills you will need a place to build them. Many Stations have manufacturing capabilities, the presence of a Science & Industry tab on the station services tab is a good indicator.
Ok, now you have the skills, but you still need more. You need Blueprints and materials. Blueprints come in the form of BPO’s and BPC’s. BPO’s are best but are also the most expensive as they allow you to produce an unlimited number of the items of the blueprint. BPC’s on the other hand will allow you to only produce a certain number of items and then the BPC needs replacing. BPO’s can be acquired from running missions, buying them from players or npc markets and doing research. BPO’s can only be acquired as certain rewards from trading in agent loyalty points in large amounts (10,000+) or buying them from other players. How much you pay will be based on how many items can be produced from the BPC and how well researched it is, but anything up to 10s of millions is not unheard of. BPO’s will usually cost 10* more.
Finally you will need materials, this can be anything from components to minerals, the tech level of the item will determine that. Usually you will want another player or even a dedicated mining corp to handle this. Only the basic tech level items will need minerals, advanced items, like Assault Frigates will need the base ship that the hull is modelled on and extra components set by the blueprint and the specific construction skill. Each component can be built from a blueprint.
